urgent!!! hal.dll eror , please helpppppppp

i have been looking for info all over the net and couldnt find one.....my eror message is :
 
Windows could not start because the following file is missing or corrupt:
\system32\hal.dll.
please re-install a copy of the above file.
 
the thing is that the o/s is dead , not restarting ...nothing.
in the f8 menu nothing works , its just keep going back to the same eror message ,
i cant boot from the cd cause its not even get to this option,
im using Dell latitude x200 , i just dont want to lose my data
someone.....please help.

thanks tony , but how do i get into recovery console? if it depends on a cd i can't do it !!
its not taking me to boot from cd option...even though ive changed the bios config to boot from cd ....its just doesnt get to this option and showing me the hal error , i cant even re-install windows .

To get into Recovery Console, you insert your XP CD in the CD-ROM drive.  Restart computer.  Press F12 while the Dell logo is still on the screen.  You will be presented with a Boot Menu.  Select the CD/DVD Rom option.  Press Enter.  If you are presented with a message "Press any key to boot from CD", then press any key. 
 
When the XP Setup Menu appears, press R to go to Recovery Console.  You will be presented with a list of Windows installations found on your hard drive (usually just 1).  Press the 1 key to select that installation.  The password is normally blank so just press Enter.  Once you're at the Recovery Console command prompt,  type chkdsk /r.  Press Enter.  Be patient.  It can take a while for chkdsk to run its 5 phases.  When it completes, you can remove the CD and type Exit to restart the computer.  It should boot up normally.
