The Latitude E7470 supports Skylake 6th gen processors and will not pass Windows 11 support hardware test.  However, you can perform a clean install (not upgrade) and it will run Win 11 24H2.

You are planning to replace a motherboard of a laptop, then I will assume that you are good with computer somewhat and will not speak in basic details.

Go to MS website and download the latest Win 24H2 ISO.  Then, download RUFUS and run it to create a USB Windows installer.  Select only the option to bypass MS account (to create local account).  When performing Windows installation, do not connect to internet and you will be given option to select I don't have internet and create user name/password (MS account can be added later).

Hope it will work for you and solve the Windows upgrade issue without any cost.
