Please can you confirm the Make Model and OS, along with any configuration details like touch screen, backlit keyboard, SFF or tower etc etc.
That identifier is the Plug and Play device instance prefix for Microsoft’s Streaming Clock Proxy (an audio-related virtual device); it appears when Windows reports devices like Microsoft Streaming Clock Proxy or other Microsoft streaming/clock/audio proxy drivers.
Maybe it's an MS problem, rather than a Dell issue?
