I have a new Inspiron 15 3511 with Windows 11 OS. Win 11 requires a Microsoft account and log in each time the laptop is turned on. If the internet provider (Comcast) goes down, it renders the computer useless because it need the internet to verify my account. How can I bypass the login account password to use the computer offline? - or even online for that matter?

Actually you can log into the system even if the network goes down. In your Settings/Accounts/Sign in Options set a PIN to access the system. That helps speed up the login process. If the network goes down you cannot access web pages or email but the system will still boot and run just fine.
However if you wish to eliminate a password then this page at makeuseof has instructions on removing the password login.

You can set up a PIN (numeric or alphanumeric) in Settings to log in via Windows Hello. There are other options available as well, though they require additional hardware; see here.
