Inspiron 5490 AIO not booting

Wasn’t starting so turned off and back on a couple times. Still no good, it has run diagnostics and passed.

it now turns on, displays the dell logo, says preparing automatic repair, has circle of dots moving, then the dots stop and nothing else happens.

is this a windows system disk problem?
