You need to be more specific.
What is locking you out?
Is it a Windows account password, or a BIOS password (before Windows loads)?
If it's a Windows account password, then there are ways to reset that password or to retrieve your files without the password.
If it's a BIOS password, then there are only three options:
A computer protected by a BIOS password cannot be unlocked without the password. Dell could help, but you would have to prove that you are the legitimate owner and, if it is out of warranty, you would have to pay for the assistance.
If it's a BIOS password and you bought this recently, return it for refund since the vendor sold you a locked and unusable computer. The only other option is a new motherboard.

Hi, it's a Windows account. I've tried The hidden admin on Booting into safemode with command prompt or Networking. Also tried third-party software make a temp user with usb. But could not buy the pro version trial only. I put recovery disks for fresh install n it just freezes once it starts to install. Any ideals?

What state is the system in now? You said that you began to install OS from recovery disks, so is Windows now not bootable?
Even if you are able to recover or reinstall Vista, it is not advisable. Vista is unsupported and insecure. It does not receive security patches, so it should no longer be used on a PC connected to the Internet.
Also, that is a very old, slow system, so I think you would be frustrated by its performance with Windows 10, for example.
I suggest installing a Linux OS made for weaker systems, such as Xubuntu or Lubuntu or Puppy. That can make an older, slower PC useful.
Or, if it's mainly for accessing Internet and not installing applications, you could install Chrome Flex.
All of those OS, the Linux ones and Chrome Flex, can be run from a live USB flash drive. That would allow you to try them out before installing to your internal drive.
