How to transfer data from Windows XP home edition laptop is not working to my new laptop

Often, users can pull the hard drive out of a non-working machine and put it in an enclosure or a hard drive dock, then connecting to a working laptop via USB cable.

Data usually located at the default Users folder.  Certain steps to take ownership of the old hard drive maybe necessary to get access permission.
