How do you disable the installed software that re-directs you to another page when browsing certain websites?

Have bought two Inspirons, both will re-direct you to another site when browsing.  For example, was browsing a dealer car website, when clicking on a vehicle for more info, a second tab opens trying to get me to quote an auto insurance policy.  Does this on multiple sites when you click a link.  The settings menu shows the pop-ups and re-directs to be blocked but that isn't what's happening.
