Disregard: I figured it out.
Under “Local Computer Policy” | “Computer Configuration”
Right click “Administrative Templates” and then left-click “Add/Remove Templates”.
Then click the “Add” button.
(by default, .adm files in C:\WINDOWS\INF\ are displayed in a “Policy Templates” look up window)
Left click “system.adm”, click “open”, etc. (*DUH*) hehehe.
I guess Dell’s factory image diverges from what I’ve seen in a standard “clean” Windows XP install using MS media (where system.adm is automatically loaded into gpedit.msc)? Argh.
