FLIP FLOPPING MOUSE ARROW, HELP PLEASE

First I am running winxp sp1 home edition, and originally posted this message on the keyboard/mouse section,but was told by Dell-Michael C, moderator, I might get a better response here since he thinks it is a operating software issue.

 Here is my problem: If I go to programs, then windows explorer, everything is ok so for. But a soon as I left click on the word File at the upper left hand corner, in an attempt to make a new folder the arrow for the mouse goes back and forth from the hour glass to the arrow again for at least 7 seconds or more. During this time I can move the mouse but cannot do nothing else with it. After it is finishing its flip flop session, then the drop down menu from File will show up, so I can create a new folder in C. It is so annoying, that any help is always appreciated.

 Doing a system restore did not help at all, even as for as when this computer was brand new last year. Did all virus checks, ran adware and spybot with no problems. I ran sfc /scannow, but dont know results of that because I cant find the results from that. I ran check disk now, no problems.

This is an ordinary mouse that came with the Dell computer, 2 buttons and a scrowl wheel.

Is it, by chance, a wireless mouse and keyboard?  If so, check the batteries and position of the receiver.  The mouse will do "funny" things if the receiver is not in a good position.

Are you using a ball mouse or laser mouse? Are you using a mouse pad? Make sure the mouse pad is clean if you are using one.

Did you install any mouse drivers you can find for your system/mouse? (check http://support.dell.com/filelib )

It is a ball mouse and the pad is good and clean as well as the mouse. I will try some of those links you both suggested and see what happens. Thank you for replying.
