Failing to start

Why is it that my Dell Optiplex 9020 fails to start when I shutdown the computer but it only starts if I remove a ram or input a ram?

If the machine is over 7 years old, be kind a give it a new CR2032 coin cell battery.  After making proper adjustment in BIOS settings to match with hardware setup, run a diagnostic scan to see if there is any hardware issue.
