Factory Reset Problem

 I'm trying to Factory Reset my DELL inspiron 15 because it was passed down to me and I have no idea what happened to it before hand so I just want a completely clean computer with my account, so I decided to factory reset by the F8 method, System Settings, and the command prompt with the same result "There was a problem resetting your PC.  no changes were made"

Please does anyone know what is wrong
