Edge "setting managed by your organization"

Just got a new new Dell laptop but the Edge browser refuses to let me change the starting page, custom site etc.  It claims that tese settings are managed by "my orgnization" but this is a home PC.  edge://policy shows no policies, there appear to be none in the registry but I cannot seem to open these settings.

Anyone know why?  Might McAfee (which was preinstalle - I removed it ASAP!) have broken this and if so, how do I fix it?
