Is the Installation CD still available from Dell? I can't find it.

No, when Windows XP and Windows Vista became end of life, Dell stopped providing support for those operating systems.

Hi
Dell Support Website: While the installation CD is unavailable, you can download drivers and utilities for the XPS M2010 from Dell's official support page under the "Drivers & Downloads" section.
So that may mean you would have to chance buying / downloading from a 3rd party the appropriate OS.
OR an alternate OS like these..............
Recommended Linux Distributions
Ubuntu: Versions like Ubuntu 14.04 and newer (e.g., Ubuntu 22.04) have been successfully installed on the XPS M2010. However, some features may need manual adjustments.
Linux Mint: Versions such as Mint 18 and Mint 21 Cinnamon have been tested and are compatible with the device.
