I also have this problem. I also extracted Dell-OS-Recovery-Tool_NV509_WIN64_2.4.1.2181_A00.EXE, and run DellOSRecoveryTool_x64.exe in log is error:

I've found solution, this is rather w/a. we need Virtual Box and install image "MSEdge - Win10." it is free available from Microsoft page, run windows from Virtual Box, then install recovery tool,
IMHO "Dell OS Recovery Tool" has bug, it is wrong designed, implemented.
