Dell PC Restore

Does Dell PC Restore remove all viruses/spyware and all programs and all files you have installed since the factory defaults? Is it safe?

It should put everything back the way it was (without any data, virus, malware, etc), but only for your C: drive. Anything on other drives will not be touched (I presume ... I have never tried it myself).
