Dell Backup & Recovery Missing After Windows 10 Upgrade: How to Fix It
Initially, the user had performed a factory reset using Dell Backup & Recovery version 1.6.0.3 (preloaded with the laptop) on their system running Windows 8.1. After the reset, they upgraded to Windows 10 but didn’t update drivers or applications before making the jump. Upon upgrading, they visited Dell’s website to download the latest drivers and BIOS updates for Windows 10 and installed them.
The issue arose when they tried to update Dell Backup & Recovery (DB&R). Since there was no version available for Windows 10 on the Dell website, the user downloaded the Windows 8.1 version (1.9.2.8) and installed it. However, they did not uninstall the older version from Windows 8.1 before upgrading.
After installation, the user launched DB&R and was prompted to update the software. Following the update, they were instructed to create a recovery media on a USB stick. Everything seemed fine at this stage. However, when they tried to reset the PC via the advanced troubleshooting options, the DB&R option was missing. This indicated something was wrong.

Please can you confirm the Make Model and OS, along with any configuration details like touch screen, backlit keyboard, SFF or tower etc etc.
There is this...

However, also this may apply....
You can download Dell Backup and Recovery (DBaR) for a Windows 10 machine directly from Dell’s official support site. The latest version available is DBaR 1.9, which is compatible with Windows 10 systems that were upgraded from earlier versions.
Where to download:

Important notes:
Dell systems that come with Windows 10 preinstalled typically do not have DBaR preinstalled.
DBaR is mainly for Dell computers upgraded to Windows 10 from older versions.
Dell Backup and Recovery Cloud service is being phased out and no longer accepts new subscriptions.
For new Windows 10/11 Dell PCs, consider using Windows built-in backup tools or Dell SupportAssist OS Recovery for backup and recovery needs.
Alternative Dell recovery options:
Dell OS Recovery Tool lets you download a factory recovery image and create a USB recovery drive:

Windows 10 also includes Backup and Restore (Windows 7) as a built-in backup utility.
