VxRail Manager VMs not starting

7 new E560F nodes.  I suspect version 4.7.x (they're ESXi 6.7)  When the hosts power on, even after an hour, the VxRail Manager VM is not starting.  Checking all 7 hosts, even after they've been on for a while, and the VxRail VM is still not running.

I can manually start the VxRail Manager VM from the DCUI, and after a while I can get to the setup in a browser.  But the setup only sees one host (its own host), even after I've manually started all the VxRail manager VMs on the other hosts.

I'm wondering if there is some kind of check done before the VxRail Manager VMs are powered on; I always assumed they start as soon as the host finished booting.  I'm wondering if there is some kind of network check run before the VxRail Manager VM is started by the host.  I can't imagine that it's coincidence that none of the hosts start it up.

The NVT shows no errors, but we haven't imported the switch configs yet.  I'll do that tomorrow, but I'm just curious if anyone has an idea why the VxRail Manager VMs would not start up with the hosts.

If I remember right, it was the switch configuration on the uplinks.  They were configured as trunk ports with native VLAN 3939.  The native VLAN was removed and VLAN 3939 added as allowed and the VxRail manager VMs started when the hosts came up.  I suspect there is some sort of check the hosts run when they start up for the correct switch port config before they launch the VxRail manager VMs.
