Are your using Automatic discovery or manual?

In initial deployment phase, there must be primary node where VxRail Manager VM are running.

It would be a help that all the node should be powered off once, then powered up because it leads to re-negotiation of primary node and re-discovery of all the node.

That is effective action if possible.

There is 4 nodes in loudmouthc output with PSNT.

If those PSNTs are the nodes you want to do initial build, it is needed to reset all the node.

All the nodes detected by loudmouthc query command, are already configured. So these are not the ones you are trying to initially build.

I used the manual method and tried reload all the nodes, but anyway i got the same error

I would recommend contacting the VxRail support team for assistance with this issue.

the following problem occurs when validating the configuration - whatever I do (including resetting the settings, running VxRAIL Manager on other hosts still occurs this problem )

Are you using Manual discovery method? If so, please check if the serial number and corresponding management IP are correct or not.
Or I would exclude the node04 and deploy vxrail with 3 node and then add the node04 to it later.
