Do not open VxRail Deployment configuration Page when connect to vxrail manager IP

Hi Experts, 

We did delivery VxRail P670F to custom site before several days. We are before VxRail build.

we did create vlan, and change vxrail manager ip using vxrail-primary --config command. 

It is no problem ping and ssh to vxrail manager, but  We cannot access vxrail manager Deployment configuration page. 

I don't Know why that reason. We cannot deploying.
