Here are the best answers I have for you:
1. what licensing model use
VxRail of any size requires vSphere Host licensing and vSAN licensing (but see #2 below). These are the standard licenses for cluster operations and storage offered by VMware. This page describes the options, but for a small cluster you should probably discuss your specific concerns with your salesperson.
Also, after April 30 2024, a vCenter license is required for all vCenters managing VxRail including an internal vCenter (these were free before the VMware licensing change). See this article for details.
2. Can deploy without vSan licenses
Yes, but only if you connect some sort of external storage that is visible to both nodes (Primary Storage). Dell supports a number of Dell storage arrays as Primary Storage.
Here is a white paper describing the benefits of VxRail Dynamic Nodes (without vSAN) with Dell PowerStore.
3. Can deploy on 1G Network ? or 10Gb only network?
1 GbE ports are still supported for small configurations. This option is "valid only for systems with hybrid storage configuration and a single processor." However, if you are not using vSAN storage, the "hybrid storage" restriction does not apply (hybrid storage is vSAN with HDD capacity drives).
4. I have 4 node license can it be split in 2-2 node configuration ????
VMware licenses are usually applied per CPU. A 4 CPU license can typically be used for any 4 CPUs whether they are on nodes in the same cluster or not. But please discuss licensing with your salesperson to be certain.
