Vostro 15 3510 won't power on

My vostro 15 3510 won't power on unless the AC is plugged in.. When the laptop is plugged in it turns on without touching the power button and i notice 4 amber led light flashing fast followed by a white light .. Once I pull out the AC cord the laptop turns off immediately. Any help please and is there any Dell repair shops available in Morocco
