The battery is discharging very low when is on the AC but is not charging

I have a question regarding my laptop. Let's say that I set up my battery to run on my battery within range 50-60%. When is on AC and reaches 60% in HWMonitor shows me that my laptop is on AC, not charging. The Dell Power Manager app says the same thing, plugged in, not charging.

Watching a movie within this range and my laptop is plugged in the battery  is running low up to 50% in 1h and a half. If is not plugged in within the same range my battery is running low up to 50% in 45 minutes. 

I don't understand why.

Update the to the current bios to see if that will resolve the issue.

What model system?  And does the system recognize the AC adapter?  F2 at powerup to check.

It's a dell vostro 3490 bought in 2020. Yes, the AC adaptor is recognized.

It's OEM. I don't believe that the issue is with the battery. Fully charged, from 100% to 30%, the battery runs low in 3 hours. So it's ok. Maybe the whole behaviour is ok and now I've noticed that

What do you mean? If I checked how long it takes the battery to run low when the laptop is turned off?

No, the question is, does the battery charge from that percentage when the system is powered off?

That would be a hardware issue - if you know the battery and adapter are both OK, the problem is with the system board.

Why do you think that? When the power is off and the AC adapter is plugged in, should the battery charge?

It should.  If it behaves the same way powered up or not, the problem is the mainboard charge circuit.
