Question regarding Vostro series overheating

If anyone from Dell can comment that would be great, my company bought about 100 company laptops in the span from 2-3 years ago from an official Dell distributor in Serbia. Other than the glaring issue with plastic hinges recently a lot of our laptops started overheating for no apparent reason, the devices were taken to the official repair shop for Dell multiple times and after they replaced everything (cooler, CPU fan, thermal paste etc.) the overheating problems still happen. This is the case for at least 30 laptops which have all been cleaned and had thermal paste replacements. Running Core Temp to test the CPU temps they usually either slowly climb to 95 degrees when the fan finally starts to turn on (without any results since the laptop is already too hot) or the temps jump 20-30 degrees up on like opening the blank browser window, sometimes File Explorer, the device fans don't turn on at all until the devices reach 95 degrees, at which point the device can't cool down, sometimes when the temps are regular 50-60 degrees the left side of the keyboard where the CPU and SSD are located starts to be burning hot.
