New Laptop Vostro 3520 with Display Manufacturing defect

I bought a Vostro 3520 on the 5th of September 2025, and within the first 30 mins found that the display has manufacturing defect. 
It starts to flicker within few mins of starting and the frequency keep increasing and blacks out completely. Upon restart even the dell boot is not visible as display is completely dead, it starts back after the laptop is closed for sometime. And the process continues. 

The same day I have complained it to the Store and they said I need to apply for DOA certificate. 
And Dell deny to provide it and only offer to repair the product. 

I paid Rs. 46,000 for a new product, which I didn't even use it for my intended purpose. The technician from dell has connected remotely and concluded that it is a hardware issue as well. And said he will apply for DOA for me. However on the email they again deny to provide DOA certificate. This has been like this since 4 days, I have requested for DOA, each time asking me to wait 24 Hours and reply with same copy paste reply for that they cannot replace/return the product.

This is frustrating as I pay for a new product and they deny return/replacement for manufacturing defect.

It's unlikely this 2023 model system came direct from Dell -- did you buy it from a reseller?  If so, contact the reseller for a refund or replacement.

@ejn63​ As I mentioned above, the store in question, require that I get a DOA certificate from Dell before they can replace the laptop, which Dell is refusing to provide.

Simply return the system to the shop and ask for a refund.  There won't be a warranty on a system this  old through Dell, if in fact the service tag resolves at all.  

If the shop won't take action, refer the issue to whatever local consumer protection agency you have, or if you used a credit card to pay for the purchase, file a dispute with them for defective merchandise.
