My WifI DownloaD is slower than the upload

My Vostro 5490 Wifi performance is embarrassing - 5/50 mbps DL/UL - Even my 8 years old thinkpad X240 does 340/50 mbps,

I saw a note on changing the router QoS - I cant' as my router is an integrated GPON unit managed by the Service provider. The service provider support claim I need a hardware fix - known issues with Intel Wireless AC 9462

Tried driver updates and tweaking properties in the device manager (the advanced tab)
