My Dell Vostro 15 3000is very poor at performance

Since the day I bought my laptop it didn't work well, it is not able to play videos because it gets freeze, its ram usage always remains over 90% and disk usage is always at 100% , it can not even handle two chrome tabs running simultaneously. Is there any solution.

Any two of the following:

i3 CPU, 4G RAM, spinning hard drive

will make for slow going with Windows 10 or 11. Since the CPU cannot be upgraded, upgrade the RAM to 8G minimum, and replace the hard drive with a solid state drive. If the system is brand-new, consider returning it for a system with at least 8G RAM and a native SSD.

Windows 10 and 11 do not perform well with conventional hard drives and less than 8G RAM.

We would need much more information. For example:

What is your laptop model? (3000 is a series, not a specific model)
What processor?
What operating system? (e.g. Windows 10 64-bit, Windows 7 32-bit)
How much RAM?
Hard disk drive or solid state drive (SSD)?
What do you mean by "disk usage is always at 100%"? Do you mean that the disk always shows as 100% activity in Task Manager? Or, that the disk is 100% full?
Has the laptop ever been opened for cleaning and to clean and reapply fresh thermal compound?
etc.

Without that information and more, it is impossible to know what your issues might be.
