You probably just need to enable Secure Boot in BIOS setup so you can install the Win 11 upgrade. According to the manual, Secure Boot is not enabled by default on this laptop.
Reboot and tap F2 when you see the Dell screen. Find and enable Secure Boot. Don't change anything else in BIOS setup, but save the change to Secure Boot when you exit BIOS setup. PC will automatically boot to desktop. Now try to upgrade to Win 11.
Strongly suggest you back up all your personal files on external media first. Or create an image of the entire drive and store that on external media so you can quickly revert to Win 10, if something goes wrong.
BTW: Win 10 will be supported until Oct-2025, so you still have another year to use Win 10
