CHARGING UPTO 75% ONLY!

Hello everyone!
I am using a DELL VOSTRO 3546 laptop. I am facing a problem that my laptop doesn't get charged more than 75% when it is turned on. But when it is turned off, it is getting full charge. How can I change that settings so that my laptop get charged up to 100% while it is turned on also.
