It depends on your video application. you can use 460 W system power supply to run RX 580 for general video app. But if you are into serious gaming and need to push the card to its spec limit then I would suggest get a 550W or 600W psu. the 5090 is a mini tower so any standard ATX PSU would fit. I just recommended an EVGA 550W to another user who has an RX580. https://www.amazon.com/EVGA-Warranty-Power-Supply-100-N1-0550-L1/dp/B01LYGJL0E

You should order the 460W Dell psu. Glad they have it.
You have i5-9400. The gpu that best matches the i5 is GTX 1660 (1% bottleneck). The RTX 2060 is great too (9% bottleneck by cpu). RTX 2070 is too fast for i5.
RX 550 is too weak for the i5 (100% bottleneck). GTX 1660 recommended psu is 450W.

semi modular may be less expensive than fully modular

Cosair, EVGA, Seasonic, Antec, Rosewill, these are the top 5 name brands I would suggest.

Sorry I did not realize the minitower Vostro 5090 actually uses highly proprietary motherboard w odd 5 pin ATX motherboard and 2x 4 pin ATX cpu power connector as well as slim line psu DP/N 3YNRJ or PJG3G. https://topics-cdn.dell.com/pdf/vostro-5090-desktop_owners-manual2_en-us.pdf
this is a significant change from older Vostro mini tower design. In this case upgrade of stock 260 W psu is highly challenging. one needs to map out the 5 pin pinout first. then rewire from standard 24 pin ATX.

initially you said you have a bronze 460W stock psu. but it seems the actual stock psu is 260W. there is no way it can support RX580. maybe it can run a 1050 or 1050ti although recommended psu for those is 300W.

its my mistake i didn't do enough research on this Model, i am disappointed that i can not do simple PSU upgrade
even if i order 460W I still need six pin connector for GTX 1660? D10 460 W EPA Bronze being sold by dell?
