Vostro 470, upgrade to 4k, but not for gaming
I have a vostro 470 with a 300w psu I believe. It has a GT620 video card which does not support 4k resolution monitor. I would really like to use a 4k or UHD monitor with this machine. I do not care at all about gaming I just want to display 4k for desktop apps, is there an option of a graphics card that's good enough that I can swap in?

You can probably upgrade the video card but you will also have to first upgrade the power supply. 300 watt isn't enough for a 4K video card.
By the time you spend $$ for a new power supply, video card and a 4K monitor you will have invested way more than the PC is worth. Maybe just a new power supply and video card is worth more than the PC. Best option is to purchase a new PC that is 4K.

Limited to 4k 30hz over HDMI this is a limitation of HDMI not the card.
4K @ 60Hz requires Display port 1.4
