Vostro 460, RX 580 isn’t running?
The PSU supplies enough, maybe even more than the card needs. But the Mobo won’t run the card properly, the fans on the gpu spin and the card is on and working. The motherboard can recognise the card but it says “insufficient resources” or “reinstall the hardware” I have done both to (cleared up resources and reinstalled) but the same problem keeps coming up. Do I need a new motherboard?

The 460 has a 350W PSU and AMD's web site specs for the RX 580 are a 500W PSU. So when you see the messages about resources, it is a fair assumption that you need a larger PSU or a GPU that requires less power. Also keep in mind that the 580 needs an 8 pin power connector.

R series cards DO NOT WORK in older Dells due to not supporting MSDOS VESA video mode 103. There isn't a fix for that.
Does not seem to be a problem for NVIDIA cards up to PASCAL aka GTX 1080TI.
HOWEVER Newer GTX 2060 2080 etc are likely the same issue.

@speedstep rtx 2060 works fine in my dell vostro 460 well
