Vostro 460, GTX 1060 OC compatible?
->Can this computer:
Dell Vostro 460 Core i5-2400 @ 3.10GHz, 4GB RAM, 250GB HDD
support/use this graphics card:

->I believe i currently have a power supply of 350W and I plan to upgrade to a 550W or 500W.

it must fit and not hit, (size matters)
and that 1060 can use up to 200watts all by itself and needs PCu with AUX cable to run the card, 17amps minimum current spec, or more. the stock PSU does NOT have the AUX cable for GPU card. so buy the correct PSU is the only way forward, v2.3 ATX PSU .
9.7 x 4.5 x 1.5 in (I use a ruler to see if things fit) L, x H, depth.
I see your heat sink below, (intel ship set) below X16 slot , that can hit some video cards.
there are 100s of cards sold and made or makers of them with the 1060 name, 10 makes, and upto 10 versions each, given that, only trying it works, if 9.7 fits, make sure the 1.5" Depth does not hit things.
what we do is buy it from seller that takes returns or exchanges, so if it hits things, send it back.
no PC makers on earth does a good job of stating X16 slot space capacity. so try it, after using a ruler first.
the rear limits are the hdd cage, and that funny video card, rear holder may cause problems.
the depth can be a problem as how far the fan assembly goes down can very and hit things that only careful trying can solve.
this is the heat sink that worries me, hitting lower part of any GPU card. (fan assembly)

500 AND 550 is too small.
Not because of a single spec of WATTS but because there are requirements for the COMBINED power on 3.3V AND 5V rails.
EVGA 700BR would be fine.

Also keep in mind that B2 B3 BQ W1 N1 versions from same vendor are not working.
