Vostro 400, USB not working

Hello! I had a question. I have a Dell vostro 400 with a core 2 duo e4400 with 8 gb ddr2 ram, and I previously installed a floppy drive. I took the floppy out and booted it and it says "diskette drive 0 seek failure cmos checksum error - defaults loaded press f1 to continue f2 to enter setup." I tried getting f1 or f2, but there doesn't seem to be any power to the USB ports. I've already tried resetting the cmos, but to no avail. I haven't been able to get to os since the removal of the floppy, and reconnecting the floppy did nothing. Any suggestions?

Try replacing the CMOS battery as it sounds like it is reverting to default values due to a weak battery. Before you install the new battery, leav the battery out of the motherboard for 15 minutes to reset the BIOS.

Hello! I replaced the battery, but the USB ports are still dead and I can't get past the no diskette screen.
