Vostro 3671, Windows 11 Pro, Qualcomm Atheros BT not installing

I have been trying to sweet talk this dilly of a Dell into doing what its coded to do but I am having no luck. There seems to be an error in its programming somewhere and it has outsmarted me, for now.
Dell Vostro 3671 with Win 10 originally upgraded to win 11 pro (yes, its compatible)

I did a "clean" install of the OS via Dell's support assist OS recovery. I opted to erase everything and start over although I noticed it did pull some user installed Programs from my previous install that Dell deemed VIP enough for the cut (intel and microsoft etc).
1. I get the driver update package from Dell Directly that is recommended for my device after a Scan of my computer.
It also matches the service tag and I have manually verified compatibility in the read mes etc. I also recognize the device names in previous versions that came out:
Dell-Wireless-1707-and-Qualcomm-9565-Wi-Fi-and-Bluetooth_46G81_WIN_10.0.3.462_A18_04
2. I download, verify MD5 and extract it to desktop or CD (did both) then open the install App in package as Admin.
3. Throws an error that is shown on pic below
After this I tried to reset the install and try again after checking permissions and installing a few certificates.... no luck but i also have only an "overstuffed medium" idea what i am doing in that regard, HA!
4. Installl Manually for WLAN device via DEV MAN and can verify driver version is correct for Dell website instuctions.
5 Prior to this I uninstalled the drivers for the WLAN and it appeared as a no driver "other device". I did this because the computer gods are always advising uninstall before update to avoid issues. Ironic how I feel more often than not it might create issues, although proper execution is key, im sure. I never really did have bluetooth show up for the last few months after I wrecked it somehow in a mad frenzy of clicking, typing and altered state of mind regret.... Its all a blur by now aka Mystery as to why my BT does not work!!! moving on.
6. I have to right click the BT Driver and click install as I dont know which device in DEv Man to append it to. I do get a confirmation that it installs per windows Gui.
7. Restart more times than I can remember and update until im sore. Checked windows update, Dell and even the desktop support assist. all good.
8. I can verify that the WLAN installs, and proper driver is listed in driver version summary screen although in events I get odd errors of "device not started" most recently in event viewer tab?
9. Nevertheless, wifi seems to work at its slow "n" capacity.
I am only mentioning the Wifi Driver because they come packaged together and are both built into the same card, with a 2 part antenna. My problem is only with the Bluetooth part of the package.
10. I HAVE used the BT on this computer before so I know for a fact it has it. I have seen the card myself as well and reconnected the wires to make sure they seemed intact. it is a m.2 wifi, bt card in one. Ill upload pic tomorrow.
11. Bt driver is listed in Dev man under view by drivers although the Device itself is soo mangled and forgotten that even windows doesn't recall where it went and I have no idea. I see no radio or obvious hints besides the driver and container itself:
12. windows Troubleshooter says bluetooth is not on the system and I must install external one. (I have installed it)
Windows says I have these devices and im not sure what the keyboard wireless filter is. The microsoft Nano Transceiver is for my microsoft wireless mouse.:
I think what happened is I uninstalled drivers and software a little too far trying to fresh install the drivers when I had some latency issues and felt adventurous. Now the device is unrecognizable and its lost on my computer somewhere. I thought there was manufacturer and device # info hard coded on hardware but maybe not, just a guess.
Does anyone know how to figure this out? I;m out of ideas and i;m tired of messing around with it, I need some help.

I forgot to mention BT is turned on in the BIOS. No option to enable it in windows that I can see. Windows thinks it doesn't exist at all.
