kumargrg,
Unfortunately, the Windows Server 2003 is not a supported Operating System on the Vostro 3667.
There are no Windows Server 2003 Drivers.

Even if there are drivers, bear in mind that Windows Server 2003 went EOL almost three years ago -- it has seen no security updates since July 2015. It's a very risky OS unless you're just playing offline.

Maybe try demoting from UEFI to Legacy-BIOS (if possible).
However, best solution might an old $100 refurbished Xeon-server or even a old OptiPlex.
If you are just playing/training ... I suppose you could try inside a VM.

All windows server OS have a corresponding Desktop OS.
2003 server uses XP drivers. Neither Dell nor Microsoft support ANY server os on a desktop. Intel Further Restricts this by not supporting XP on newer chipsets and processors.
Since this model DOES NOT SUPPORT INT13 BIOS DOS, XP or Vista there are no corresponding Drivers and never will be.
Furthermore 64 bit XP drivers are few and far between so 4 gigs would be max Ram supported in 32 bit Server 2003.

As you may remember, Windows 7 came with Windows Virtual PC and Windows XP Mode allowing you to download and install a fully functional copy of Windows XP SP3 in a virtual machine running inside of Windows 7 Professional, Enterprise, and Ultimate. XP Mode was designed to ease migration and compatibility issues by allowing you to easily run Windows XP application in Windows 7.
So in windows 10 you would install Server 2003 into a Hyper-V virtual machine.

A way around this Limitation would be to Get Windows 7 PRO and then install XP Mode.
This would allow a 32 bit server with 3072 Megs of ram.
Neither Dell nor microsoft support server OS of any kind on desktops.
