No BIOS video (on any port) at boot-time ? Try a new cable.

Test monitor (via DisplayPort) with another computer.

Test NVS-510 in another computer.

Not sure why you want this video-card. If it was used/cheap ... it's likely broken/flakey.

How are you seeing Device-Manager without video ?

The Vostro 3470 was only tested/validated with the following video cards =
3N60K Low profile Nvidia GT 730 (2GB, HDMI/DVI-D)
CGYV9 Low profile Nvidia GT 710 (512MB, HDMI/DVI-D)

Other cards may not be fully functional or may fail if there happens to be any system s/w drivers or firmware change, if the system on board works fine without the card then it is suspected to be the video card probably that is faulty, you may check with Nvidia support site for drivers and give it a try https://bit.ly/36bO3OM also you can try updating the system BIOS https://dell.to/36oBAYd. Vostro 3470 is a windows 10 system.

Secure boot must be OFF for NON DELL video cards to post.

In order to get the PC to boot with a graphics card that does not contain UEFI firmware, the end-user must first disable the secure boot feature in the system's SBIOS before installing the graphics card.

NVS 510 is a legacy card so Legacy Drivers must be used.
