Vostro 3268, VGA connector

I currently have 6 desktop in this state

vga and HDMI will not work correctly if a windows feature update disabled the intel graphics driver.

vga cannot mirror HDMI due to resolution problems as well as refresh rate issues especially if you are trying to MIRROR the 2 displays.

maximum resolution from a modern VGA port is 2,048 by 1,536 pixels  60HZ

thats not a standard HDMI resolution.

Chipset and Management engine and Intel video may need to be reinstalled.
