Vostro 3268 power on issues

Dell Vostro 3268 fails to power on

The front light is glowing a very faint white and the motherboard light indicates the pc is receiving power. What could be causing it to not boot?

Take in mind:
-I bought this used under the premise it wasn’t working.
-I only noticed recently that the power button was faintly on. Previously I only noticed that the motherboard light was on but the power light being on, even faintly, gives me some hope.
-It is connected to a spare 250GB hard drive I had lying around. Not committed to buying a better one until I know the pc works.
-All wires are connected inside the pc.
-4GB of DDR4 is installed.

-The fans don’t turn on but I have tested the cpu fan in another pc to make sure it does actually work.

a bad psu could be the cause of no boot.  bear in mind that a failing psu can still turn on lights and fans and have a green light on too.  it is just able to provide sufficient current/voltage for the motherboard.

unfortunately V3268 has a proprietary psu with nonstandard ATX connectors.

you could remove CMOS battery overnight to drain power and replace it with a new one (or borrow one from another working PC) to test it.  CMOS jumper reset is another test to do.  these tests are based on assumption that psu is working, which we do not know at this point.
