Processor : Intel(R) Core(TM) i3-6100 CPU @ 3.70GHz 3.70 GHz

New Ram:  Crucial 8GB Single DDR3L 1600 MT/s (PC3L-12800) Unbuffered UDIMM Memory CT102464BD160B

What type and size RAM did you have prior to the 8 GB module? Is this the only RAM module you have installed? Have you tried the new RAM in both slots?

Old ram:

Memory type: DDR3L

Module format: UDIMM

Module Manufacturer: SK Hynix

Size: 4096 MBytes

Max bandwidth: PC3-12800 (800 MHz)

Nominal Voltage 1.35 Volts

Yes I have tried the new ram in both slots and also in single channel mode.

The computer doesn't boot up on only new 8gb ram module.

And Bios and Windows doesn't recognize the ram but CPU-Z does but it shows the ram as Samsung 1.5 volt ram.

You bough correct RAM 

CT102464BD160B is supported. 

Before you return the RAM or replace it 

1 RESET BIOS to default 

2 Disconnect power cable and peripherals from tower, press and hold power button to release static Charge 

Power it on with new RAM module connected

I have replaced the ram now.
