Vostro 260, video card upgrade

I have a dell vostro 260 500w power supply Windows 10 I5 2400 8gb ram And I just bought a rtx 2060 and put it in my system and plugged it in and everything and it stays on the dell vostro start screen and will beep every minute or so but never boot anybody know how to fix this

You might need a more powerful processor to run that card. From the spec sheet--

Recommendation is made based on PC configured with an Intel Core i7 3.2 GHz processor

I doubt your 9 yr old 260 can handle such a powerful card.  From beep code page-

1 beep means this--  

1 BIOS ROM checksum in progress or failure. BIOS Chip System board failure, covers BIOS corruption or ROM error

Try removing the card and reinstalling the original card.

The power supply is too small AND the video card requires UEFI bios that you do not have.

would a 1650 work on this machine?

It will work, but you have to enable multiple displays in the BIOS and keep a monitor plugged into one of the motherboard video ports (either VGA or HDMI). This allows the machine to boot. Once Windows starts, it'll recognize the 2060 and allow you to use it. If you only have one monitor, you can boot the machine with the monitor plugged into the motherboard video and then move it over to the 2060 once you are in Windows.
