VGA that is suitable for Dell Vostro 3671

can i add vga RX 580/RX570 on cpu Dell Vostro 3671? i know the default psu is not strong because its power is only 290watt, i plan to buy oem psu 500+ watt and 80+ which has 24 pin then use adapter 24 to 8 pin so it can be installed on dell motherboard, but my question is does dell motherboard support oem vga? usually dell is quite difficult to upgrade like my post about upgrading ram
