That behavior works as designed. When you unplugged the PC or turned off the electrical outlet, the computer detected it as a power outage. When you reintroduced the power to the PC again, it will be on for a few seconds to check the AC behavior settings in BIOS:
If the setting for system response when power is restored = Power OFF, the PC will stay off.
Otherwise, if the selected setting = Power ON, the PC will be turning back on.
When you keep the PC plugs into a live outlet, the behavior will not occur again unless it's an actual power outage.
