Slow internet upload - computer specific

My internet upload speed on my Vostro 5880 desktop upgraded to Windows 11 is ~40% of what I get with a Windows 11 laptop with the exact some wired ethernet connection.   When I start the desktop in Safe Mode with Network, I get the appropriate speed. 

Installing the most recent Dell network driver, disabling most start-up apps, and using a Windows app to reset TCIP settings made absolutely no difference.  What else should I try?
