Paid SPI Volume Error

I have a Vostro 3681 that gives me the blinking code 3,6. What is a "Paid SPI Volume Error" and how do I correct it?

The listed "fix" is to flash (reinstall) the BIOS.  But, if it won't boot clearing the CMOS (BIOS) memory is a place to start.

Power off PC, disconnect AC power cord, press front panel power button for 10 seconds.  Open the case and locate the 2032 coin cell battery on the motherboard.  Remove the battery for 10 minutes.  Reinstall battery, reconnect AC power cord and power on.

I did that process and it is still doing the same thing. However, I don't think the CMOS memory actually cleared because I had the BIOS set to "Power On after power loss" and it still powers on when I plug the power supply back in.

Did you do the procedure as I listed it?  If you did then likely there is a motherboard hardware problem.

Try the procedure again but remove the battery for 15 minutes (what Intel recommends).

I tried the procedure again as you described. Still same error.

Did you install a BIOS update and this happened?

Here is the Dell BIOS recovery procedures.

This is a fairly new model.  Do you have any warranty? as it looks like a motherboard problem.
