new video card --> stuck on Dell logo

(apparently there is no newer BIOS for my system. or am I wrong?)
(is my mobo uefi or non-uefi?)
(is the gpu I bought uefi or non-uefi?)
(what else can cause this gpu not working yet in my pc?)
(what should I try next?)

Is really this graphics card incompatible with my system?

When I put this graphics card, the PC got stuck at startup at Dell logo (showing F2 & F12 boot options, but both are non-responsive):
