Failed to upgrade BIOS from A13 to A11 in vostro 3800

It looks like you're trying to install the A11 BIOS, which is does not support the 3800. The latest version of A13 was just leased on 2/5/18 and is the most current BIOS version for the Vostro 3800, you can find it here;

I don't know why they are same version

It still failed to upgrade to A13 from A13

Are you saying you downloaded and attempted to install the A13 BIOS and it failed?

Yes. It is impossible to upgrade from A13 to A13
