Dell OS Recovery Tool - not finding service tag or express code
I want to try to reinstall Win7 Pro on Vostro 430 with new hard drives - and yes, I'm aware it is an old model and out of support. Unfortunately the Dell OS recovery tool refuses to recognize either the service tag or express code. I bought 2nd hand and recently registered the product at Dell.com and the service code was recognized and linked to the original express code. The Vostro has the Win 7 Pro license tag. I believe the official Dell OS will be better as it includes all appropriate drivers. After a fresh Win7 installation, I would hope it wouldn't be too difficult to migrate to Win10, but who knows. If Dell isn't interested I guess I could just install Win10.
If the OS Recovery tool issue cannot be resolved, is the some way the access the appropriate OS installation files?

Official Dell OS ISO files do not include ANY dell drivers.
That is what the Resource DVD is all about.

Windows 7 is not recommended anymore because security updates and patches are gone now due to Microsoft/Dell End of Life End of Support.
OEM windows 10 works fine on these models with the appropriate OEM drivers for Video, Audio, Chipset, etc.
You can use the I dont have a key option to install 10 and then activate windows once online via the COA KEY.
You cannot use the dell OEM SLP key in bios to activate.
The closest model Optiplex that matches this chipset and drivers is the 980

In order to use the cab file you download it.
Move it to your my documents folder
then right click extract here the contents using 7zip. When that is done you can right click any yellow ! in device manager and say update drivers from my computer instead of the internet.
