Someone else in my world of non-standard computer parts...
I bought a 3471 recently and have ended up needing a graphics card that will not fit in the chassis as it's taller than the chassis and also is too power hungry (as recommended) for the power supply. In fact the graphics card needs a separate - direct power supply connection. A week ago I knew nothing about any of this stuff and naively thought I'd be able to do what I wanted with Dell parts... forget it.
Dell would not sell me a larger case (froma 3671 I think) so I've had to be a little creative... The new graphics card would fit in the single PCIe slot, but as it's a double slot card. only if I remove the PSU, which I have done. I had to cut a small piece out of the case (I'm guessing this might have an impact on the warranty!) at the back to get the card in, but luckily it fits, as you can see in the photos. When you've stopped laughing you'll also spot the new PSU sitting behind the case. It's a Corsair CX40M. I'm no expert, but it had good reviews and is really well made - feels like a quality bit of kit.
So, initially, picture above - I just connected the new PSU to my new Graphics card and ran the PC off the existing PSU - also sitting outside the case. That worked, but that's a bit daft, obviously, having two PSUs. So I decided to scrap the Dell one. The problem being that Dell build Dell PCs(!) and do not use standard components so there are two power connectors on the board, one I think for the ATX board (a 6 pin molex type thing) and one for the CPU, a 4 pin. I cut the cables for these where they exited the Dell PSU and, having bought one of these (https://www.amazon.co.uk/gp/product/B06XMQF4RT/ref=ppx_yo_dt_b_asin_title_o00_s00?ie=UTF8&psc=1), connected the ends of the wires into the appropriate terminals. The new Corsair PSU plugs into the standard 24pin socket on the breakout board and the additional PCIe power cable from the Corsair plugs directly into the Graphics card and bob's your uncle...
To find which terminls I needed on the breakout board I measured the voltages at each of the 10 terminals (1 x 6 pin 1 x 4 pin) of the board connectors. The 4 pin was 2 x 12v (yellow) and 2 x Gnd (black) and on the 6 pin it was 2 x 12v (White), 2 x Gnd (black) and a green (0V) (to pwr_ok) and 5V grey (to +5VSB).
I imagine Dell will be offering these parts as a standard upgrade soon!

an RX 580, being a double-slot card, won't fit. It also draws 185w and needs a 1x8 power connector.
If you were to set that all up, you'd need at least a 450w-500w PSU sitting outside the case. The RX 580 would have to be plugged into a PCIe extension cable and also sit outside the case.
There are lower watt options:
Googling the spec sheet for your 3471 may also render other ideas.
