Even with the Vostro 200W , though I have seen specs listing it as 260W PSU, that card only pulls 30W and should work fine. Userbenchmark here lists it as compatible as well.

The biggest bang for the buck GPU is the RX6400 its rated to work on any system with a PSU rating of 180watt.
RX6400 only draws 55 watts TDP
